Arts Council England

Strategic communications leadership for the national body for arts and culture. Making complex cultural data clear, accessible and usable for external audiences.

The Context.

Arts Council England engaged Anchor & Dash to lead the strategic communications work behind the national Participation Survey — one of the most significant pieces of cultural data published by the organisation in partnership with DCMS.

The challenge was not producing content. It was making complex national insight genuinely usable — for policymakers, cultural organisations and the public — while establishing a repeatable framework for future survey releases.‍ ‍

The Challenge.

  • Dense, complex research data requiring clear public-facing communication

  • Multiple distinct audiences — policymakers, cultural organisations, general public

  • Need for a repeatable communications framework for future survey releases

  • Tight timeline from commission to delivery

  • Simultaneous support required for the dance team communications workstream

This required the same discipline applied in commercial engagements — clarity of audience, precision of message, structured delivery.‍ ‍

The Outcome.

The Participation Survey communications were delivered on time and to brief — with web content, editorial guidance, newsletter copy, social assets and a reactive press framework all completed within the engagement window.

The framework established is designed to support future survey releases, meaning the work has lasting structural value beyond the immediate deliverables.

The strategic focus was making complex data feel accessible without losing rigour.

  • Audience segmentation across policymakers, sector organisations and public audiences

  • Clear "why this matters" narrative framing

  • Guidance framework for how audiences should use the data

SYSTEMS.

  • New page copy explaining the survey, its purpose and value

  • Clear "how to use the data" guidance documents

  • Blog and news article summarising key themes

  • Newsletter-ready copy and short social assets

  • Reactive press summary for future commentary use

  • Communications support for the ACE dance team

SCALE.

  • A complete, multi-format communications package delivered to national standards

  • Repeatable framework established for future survey releases

  • Simultaneous delivery across two workstreams within a single engagement
